Responsible To: Head of Procurement and Support Services
Responsible for: Procurement Managers x 2, Purchasing Clerks x 2
Providing advice to the Organisation on appropriate procurement procedures and contract management. Analysing expenditure data to monitor compliance with financial regulations, contract standing orders, and EU procurement regulations. Undertaking procurement processes including writing and quality assurance of specifications, advertising contract opportunities, analysis and evaluation of tenders, and writing recommendations and contractual documents. Managing contracts and supplier performance and resolving disputes. Management and maintenance of electronic procurement systems. Management of support functions within the Procurement and Support Services department including Management of Procurement Managers and Purchasing Clerks.
- Lead on major high-value and high-risk contracts and Regional Procurement collaborations.
- Deliver commercial training and awareness on Procurement issues across the organisation to improve stakeholder understanding of Procurement and contract management.
- Work closely with internal departments on the planning of Procurement activity, and overall responsibility for introducing a more detailed contract management strategy to ensure that the Organisation obtains value for money and seeks innovation and improvement where necessary. Develop SPOC relationships with key departments.
- Manage 2 x Procurement Managers, Procurement Administrator (new role) and 2 x Purchasing Clerks, Social value requirements, go-to person for generic advice and guidance on Procurement within the Organisation . Deputise for Head of Procurement at meetings.
- Support collaboration via East Midlands Organisations and Blue Light Commercial nationally
- Provide support to the OPCC for Leicestershire on all aspects of commissioning work.
- Provide support to EMSOU on all aspects of Procurement.
Knowledge/ Education (including qualifications):
- Full member of the Chartered Institute of Purchasing and Supply
- A minimum of HNC Business Studies or equivalent. To be educated to a degree level in a relevant subject or to have work experience at the Senior Management Level in the field of Procurement and Contracting
Work Experience:
- To have substantial contracts and procurement experience in large organisations.
- To have experience preparing/implementing organization-wide procurement strategies/policies, including, where applicable, drafting Service Level Agreements and managing supplier performance and development effectively.
- To have experience in advising senior managers in a large and complex organisation.
- To have experience advising budget holders concerning procurement procedures and practices.
- To have experience in advising upon/managing the procurement process for contracts falling within the scope of European Union Directives relating to procurement.
- Experience in contract and supplier management and monitoring.
- To have experience in business planning, and the development of performance indicators/targets.
- To have experience in drafting Invitations to Tender and contractual documents
